  LES’ 600MW Monsoon Wind Power Project Commences Operations in Laos

The project’s 133 turbines are spread across the Dak Cheung District of Sekong Province and the Sanxay District of Attapeu Province.

The Monsoon Wind Power Project, a 600MW wind farm in Laos, officially started commercial operations on August 22, 2025. Led by Impact Electrons Siam (IES), this initiative marks Asia’s first cross-border renewable energy project, delivering power from Laos to Vietnam.

The wind farm features 133 turbines located in the Dak Cheung District of Sekong Province and the Sanxay District of Attapeu Province in Laos. Electricity generated is transmitted through a network of substations and high-voltage lines, connecting to Vietnam’s national grid. A 27km high-voltage transmission line carries the energy to the Laos-Vietnam border, where it integrates with Vietnam’s 500kV system. From there, a 44km line extends to the Thanh My substation, operated by Vietnam’s state-owned EVN.

Nat Hutanuwatr, managing director of Monsoon Wind Power, stated: “The project not only delivers renewable energy at scale but also demonstrates how ASEAN countries can work together for a cleaner, more sustainable future. We are grateful for the trust and steady support of both the Lao and Vietnamese governments throughout this journey, and proud that the project also brings lasting benefits to local communities through our unique community development programme, focusing on education, healthcare and well-being of the communities in which we operate.”

The project was supported by an international consortium of shareholders, including ACEN, BCPG, Diamond Generating Asia, Mitsubishi, SMP Consultation, and STP&I. Financing was provided by a group of regional and global banks, led by the Asian Development Bank, with contributions from the Asian Infrastructure Investment Bank, Japan International Cooperation Agency, Export-Import Bank of Thailand, Hong Kong Mortgage Corporation, Sumitomo Mitsui Banking Corporation, Kasikornbank, and Siam Commercial Bank.

PowerChina oversaw the construction, with Envision Energy supplying the wind turbines. The project, which took 14 years to develop, reflects a long-term commitment to sustainable energy. Paradai Suebma, chairwoman of Monsoon Wind Power, remarked: “Good things take time. Monsoon Wind, 14 years in the making, is a tribute to vision, partnership and our commitment to sustainability. We recognise the foresight of IES, who originated this project, and extend our deepest appreciation to our management and team of the Monsoon Wind Power Project, whose unwavering dedication and perseverance turned vision into reality.”

The Monsoon Wind Power Project highlights regional collaboration and supports sustainable energy goals, delivering clean power and community benefits across borders.
