Minister for Energy, Water Resources and Irrigation, Biraj Bhakta Shrestha, has said that irrigation projects such as Sikta, Bheri–Babai, Rani Jamara Kulariya, and Sunkoshi–Marin will no longer be left in a state of limbo. He made this statement while addressing a program organized on Wednesday on the occasion of the 73rd Irrigation Day.

At the event, Minister Shrestha informed that preparations are underway to complete the re-procurement process of the Sunkoshi–Marin project within 90 days, and that the Bheri–Babai project is targeted to be completed within two years. He also stated that the government has given priority to the repair, rehabilitation, and management reforms of large irrigation systems such as Gandak, Narayani, Bagmati, and Sunsari–Morang. Emphasizing the need to identify real obstacles, he said, “Where exactly are the actual problems? Inform us, and we will try to resolve them.”

He noted that the technical knowledge held by employees cannot be replaced by policy documents alone, adding that he wants not only to ensure compliance with directives but also to build a sense of partnership with staff. According to Minister Shrestha, irrigation will no longer be viewed merely as a means of supplying water to fields; instead, an integrated system will be developed linking water with energy, food security, the environment, and livelihoods.

“Water does not recognize which ministry or department is responsible for energy, irrigation, or agriculture,” he said, stressing that coordination among ministries and agencies is essential to remove obstacles. He also mentioned that issues such as downstream benefits, flood control, and support for communities living along riverbanks have been incorporated into the ministry’s policies.
