The Government of Nepal has started collecting suggestions from stakeholders regarding the development, operation, and regulation of hydrogen-based vehicles in the country as it explores clean energy alternatives for the transportation sector.

The Ministry of Infrastructure Development has issued a public notice seeking recommendations on international best practices, regulatory frameworks, safety standards, guidelines, the possibility of transitioning to hydrogen technology, and human resource development required for the sector.

According to the ministry, the initiative aims to establish the necessary policy, legal, and technical foundation for the safe, sustainable, and effective development and operation of hydrogen-powered vehicles in Nepal.

The ministry has requested suggestions on global practices and lessons related to hydrogen-based transportation systems, along with recommendations on policy, legal, and regulatory arrangements needed to support the technology.

Stakeholders have also been invited to provide inputs on safety standards and operational guidelines covering hydrogen production, storage, transportation, distribution, refueling infrastructure development, and vehicle operation.

The government is also seeking views on the feasibility of converting existing internal combustion engine (ICE) vehicles and other types of vehicles into hydrogen-powered systems. Suggestions related to technological requirements, conversion costs, safety concerns, and regulatory issues have been included in the consultation process.

In addition, the ministry has sought recommendations on developing skilled manpower, strengthening regulatory institutions, and enhancing the capacity of emergency response and rescue services required for hydrogen-based transportation.

Nepal has been exploring the potential of green hydrogen as part of its broader clean energy strategy, particularly given the country’s growing hydropower generation capacity. Using surplus electricity from hydropower projects to produce green hydrogen has been identified as a potential pathway toward reducing fossil fuel dependency and promoting sustainable transportation.

Globally, hydrogen-powered vehicles are being considered as an emerging solution for low-carbon mobility. However, challenges related to production costs, infrastructure development, safety management, and technical expertise remain key barriers to large-scale adoption.

Through the consultation process, the government aims to develop a comprehensive framework that can guide the future growth of hydrogen-based transportation in Nepal.
